I have the honour to acknowledge the re-

ceipt of your Despatch No. 105 of the 28th, March, 1901, con-

cerning legislation to validate Crown Leases of Foreshore

etc., and the new Admiralty Reclamation.

The draft Ordinance, to which you refer in

paragraph 2,wi:

will be introduced with the modifications indi-

cated in paragraph 4.

As regards paragraph 3, I am advised that

the proviso to Section 2 of the draft Ordinance is still

necessary. The reasons for this will be gathered from my

Despatch No./92 of the 2/11

With regard to paragraph 4 of your Dea-

patch under reply, I would refer to my Despatch No. 182 of

the 9th. May, 1901, in which I laid before you a scheme for

the transfer of the Naval Establishment to the West shore of

the Kowloon Peninsula. Under the circumstances set forth there

-in, I submit that it would be prmature to introduce a

special Ordinance legalizing the present Admiralty Reclamation
